State Scenic Highway 13 is a short but varied East Bay corridor made up of three distinct pieces in the Oakland-Berkeley hills. They are the Warren Freeway between Interstate 580 and State Route 24 in Oakland, the narrow, winding two-lane Tunnel Road climbing toward Claremont Avenue, and Ashby Avenue running east-west through south Berkeley to the I-80/I-580 interchange. The Tunnel Road segment, tree-lined and hairpinned as it threads through hills once burned in the devastating 1991 Oakland firestorm, is the section most associated with scenic character, offering glimpses of the bay through the eucalyptus and redwood-dotted hillsides. In 2005, the legislature added the segment from Route 24 to Route 580 to California's list of highways eligible for scenic-highway status, though it has not yet been officially designated, since that requires a local corridor protection program. It remains a well-used commuter link between Oakland and Berkeley rather than a formally protected scenic route.
