State Scenic Highway 16 follows Route 16 through the Capay Valley, one of Northern California's lesser-known wine and olive-growing regions. It runs from Colusa County near Wilbur Springs east through the valley, tracing Cache Creek through the small communities of Rumsey, Guinda, Brooks, Esparto, and Madison before ending at Interstate 5 east of Woodland in Yolo County, with the Cache Creek Casino Resort near Brooks serving as the corridor's main commercial landmark amid otherwise open ranchland and creek-side oak woodland. The segment from the Route 20 junction to the Yolo County line has been identified as eligible for California's State Scenic Highway System because of its views across the valley and along the creek, though it has not received official designation, which requires a local corridor protection program. The two-lane road is popular with cyclists drawn to its light traffic and rolling terrain.
