State Scenic Highway 28 traces Lake Tahoe's North Shore in California, running from State Route 89 in Tahoe City east to the Nevada state line. The route is eligible for California's scenic highway program but has never been officially designated by Caltrans, unlike the highway's continuation. At the state line SR 28 becomes Nevada State Route 28, which has been a Nevada state scenic byway since 1994 and a federally designated National Scenic Byway since 1996, so the same lakeshore view carries a higher official status the moment the road crosses into Nevada. Along the way, the California segment hugs the shoreline through Sierra forest, with pullouts offering some of the calmest, least-developed views of the lake outside the busier South Shore casino corridor.
