Courtney Campbell Causeway is a 9.9-mile scenic highway across Old Tampa Bay, connecting Clearwater and Tampa on Florida's Gulf Coast. It began life in 1934 as the Davis Causeway, a private toll road built by dredging company owner Ben T. Davis to replace a 30-mile detour around the north end of the bay through Oldsmar; drivers paid a quarter a car to cross. The federal government bought the causeway in 1944 for wartime use, and in 1948 it was renamed for Courtney W. Campbell, a Clearwater congressman and Florida Road Board member who pushed to have it repaired and beautified after the war. Florida designated the causeway an official scenic highway in 2005, recognizing the open bay views on both sides of the roadway, where herons and plovers work the shallows and dolphins, manatees, and mullet are regular sights from the causeway's shoulders and fishing piers. Unlike most scenic byways, this one carries heavy daily commuter traffic between Tampa and Clearwater, so its scenery competes with a genuinely busy stretch of road.
