J.C. Penney Memorial Scenic Highway runs through the northeast Florida countryside between Green Cove Springs and Starke. It's reachable from US 301 to the west and US 17 to the east. The road takes its name from retail magnate James Cash Penney, who in the 1920s established the community of Penney Farms and, within it, a retirement community originally called Memorial Home in honor of his parents. That development, now the Penney Retirement Community, still anchors the small town today. Beyond Penney Farms itself, the route crosses quiet Clay County farmland and forest typical of Florida's inland northeast, with little of the coastal development found closer to Jacksonville.
